Frameworks
The Learning and Skills Council has announced the final list of 36 successful consultants appointed to a new framework for building services. The new consultancy framework pre-qualifies design, project management and cost management service providers respectively on the basis of cost and quality and separate frameworks have been set up for each of these disciplines in the north, midlands and south.
The framework is designed to save the time and money of colleges embarking on capital projects. The benefits to colleges include saving an estimated three months on procurement processes and additional budgetary control through a maximum tender agreement. For those projects with a projected budget in excess of £5 million, which require capital grant funding from the LSC, the use of the frameworks will now be mandatory to ensure value for public money.
A comprehensive selection process was used to ensure the appointment of appropriate consultants to frameworks. As part of this process notices were published in the official journal of the EU (OJEU) and expressions of interest were requested. Consultants on the framework have successfully made it through a robust pre-qualification stage as well as a robust tender process. Colleges will therefore not be required to engage in the OJEU process again to select consultants from the framework.
The frameworks will operate for four years initially, with an option to extend this by a further two years. They will be available for use by colleges and other FE providers, although it will not be mandatory to use them unless they are in receipt of LSC capital grant funding.
The LSC began working with South East Centre of Excellence (SECE) based at Hampshire County Council, over a year ago on the development of the framework agreements.
